Climate Investment Funds: Scaling-up Renewable Energy Fund Joint Missions to Honduras, Mali, Maldives, Ethiopia

Dear Reader,

Transparency International’s Climate Governance Integrity Programme monitors the development and implementation of climate change policy and the allocation of climate money at the global and national level. We are advocating for improved transparency, accountability, sustainability and the involvement of affected communities in these processes.

We would like your help in monitoring the development of the Climate Investment Funds, which represent billions of dollars of international financing for low-carbon technologies, renewable energy, and forestry and climate change adaptation projects. 

Having civil society observer status at the Scaling Up Renewal Energy Program (SREP), we wish to provide this information note for SREP concerned stakeholders.


At the request of state governments, the Climate Investment Funds send joint missions to countries to evaluate opportunities for investment for SREP projects. Through a consultative process engaging key stakeholders, the joint missions aim to design SREPs in countries, review draft investment plans and define technical needs for the development of these programs.

Four joint missions are coming up on the following dates:

Civil society groups or individuals are encouraged to share their observations or recommendations with civil society observers to the SREP (contact details below).  The observers are required to represent such views to the SREP Sub-Committee.

The process for being involved in the joint mission and consultations as civil society observers is as follows:

    • Contact your government focal point to express your interest in observing the meeting and providing input to the development of the investment plans and projects
    • Request an invitation for participation
    • It is good to copy the Multilateral Development Banks representative for the SREP in your region and also the appropriate civil society observer (see the lists and contact information below)


The terms of reference of the joint missions include an agenda for the duration of the mission as well as the organisations and institutions with which the joint missions will meet.
